Historically, government laptop schemes were reserved for public sector institutions. However, under the 2026 Phase-II expansion, a specific quota of 10,000 laptops has been allocated for high-achieving students in the private sector.
1. Eligibility Criteria for Private Students
To qualify, a student from a private university must meet the following strict merit and residency requirements:

Punjab Domicile: You must have a valid domicile from any district in Punjab.

Selected Universities: Not all private universities are included. Only students from HEC-recognized and Punjab Higher Education Department (PHED) approved private institutions can apply.

Academic Merit: * Minimum 70% marks (or equivalent CGPA) in the most recent examination.

For new BS students, at least 65%–70% marks in Intermediate.

Current Enrollment: You must be a regular student. Private “private” candidates (non-regular) are not eligible.

No Previous Laptop: You must not have received a laptop from any prior government scheme (federal or provincial).
2. Allotted Quotas
The government has designed the private sector inclusion to be equitable:

General Merit: Based on top CGPA/Percentage within the department.

Disabled Students: A dedicated sub-quota for students with physical disabilities.

Low-Income Families: Priority is given to students whose families are registered in the Punjab Socio-Economic Registry (PSER).
3. How to Apply (Step-by-Step)
The application process is entirely digital. No manual applications are accepted.
Step 1: Online Registration
Visit the official CM Punjab Laptop Portal: cmlaptophed.punjab.gov.pk. (Note: Some students are also directed to the PMYP portal for federal schemes, but for the Punjab-specific private quota, use the HED Punjab link).
Step 2: Create a Profile
Use your CNIC/B-Form number and a mobile SIM registered in your own name. You will receive an OTP for verification.
Step 3: Academic Details
Select your university from the drop-down menu. If your private university is not listed, it means it hasn’t been approved for this phase yet. Enter your CGPA/Marks carefully; any mismatch with your university record will lead to instant disqualification.
Step 4: Verification
Once you submit, your university’s Focal Person will verify your data. After their approval, your name will appear in the provisional merit list.
