  1. SMS Check: Send your 13-digit CNIC to 8070.
    • Reply “Ahal” (Eligible): Your card is being processed or is ready.
    • Reply “Register via PSER”: You must visit the portal immediately before the Feb 15 deadline.
  2. Web Portal: Visit pser.punjab.gov.pk and enter your CNIC to see your exact PMT score and eligibility status.

Important: The New “Nigehban Card” System

In 2026, the government is moving away from physical ration bags in many urban areas, replacing them with a Smart Card issued by the Bank of Punjab (BOP).

  • ATM Access: You can use the card to withdraw the Rs. 10,000 cash from any Bank of Punjab ATM.
  • Merchant Purchases: The card can be used like a debit card at registered grocery stores to avail of the Rs. 3,000 monthly subsidy.
  • Biometric Activation: Once you receive your card (either at a center or via doorstep delivery), you must activate it through biometric verification at a BOP branch or a designated “Activation Center.”

Who Qualifies? (Updated Income Limits)

  • Monthly Income: Must be below Rs. 50,000 (previously Rs. 60,000 in early 2026 drafts).
  • PMT Score: Must be below 30 (verified via the PSER survey).
  • Exclusions: Government employees, car owners, and those with high electricity bills (over Rs. 8,000/month) are automatically disqualified by the system.

Distribution Schedule (District-Wise)

  • Phase 1 (Active Now): Cards are being distributed to BISP-registered families and those who completed the PSER survey before Feb 1st.
  • Phase 2 (Starts Feb 20): Distribution for new applicants who registered during the February extension.
  • Doorstep Delivery: For the elderly and disabled, the “Dastak” representatives are delivering cards directly to home addresses verified in the PSER database.
