For the year 2026, the scheme has been expanded to provide both free residential plots and interest-free construction loans, ensuring that the most vulnerable families in Punjab can finally own a permanent home.

The 2026 Housing Package Details

The program is specifically designed for the homeless and low-income population, offering a dual benefit: Free 3-Marla Plots: The government is allotting thousands of 3-marla residential plots in 19+ districts across Punjab, including regions like Faisalabad, Lahore, Rawalpindi, and Sargodha. Rs. 1.5 Million (15 Lakh) Loan: For those who already own a small plot (up to 5 marlas in cities or 10 marlas in villages) or those allotted a new plot, an interest-free loan of Rs. 15 Lakh is provided for construction. Zero Interest (Qarz-e-Hasna): The loan is 100% interest-free, with a very affordable monthly installment of approximately Rs. 14,000 spread over 7 years.

Eligibility Criteria for Applicants

To ensure transparency and reach the truly deserving, the following strict criteria apply in 2026: Residency: You must be a permanent resident of Punjab with a valid CNIC. Property Ownership: The applicant, spouse, and dependent children must not own any other house or plot in Pakistan. Income Level: Priority is given to families registered in the NSER (BISP) database with a poverty (PMT) score typically below 60. Clean Record: Must not be a bank defaulter or have a criminal record. Native District Rule: For the free plot category, you can only apply within your native (home) district as per your CNIC address.

How to Apply Online (Step-by-Step)

The registration and balloting process is entirely digital to eliminate the role of “middlemen” or agents. Step 1: Visit the Official Portal: Go to azag.punjab.gov.pk (for free plots) or acag.punjab.gov.pk (for construction loans). Step 2: Create an Account: Register using your CNIC and a mobile number registered in your own name. Step 3: Choose Your Category: Select either “Request for Free Plot” or “Interest-Free Loan for Construction.” Step 4: Upload Documents: You will need to upload clear scans of your CNIC, Punjab Domicile, and Family Registration Certificate (FRC) from NADRA. Step 5: Final Submission: After submitting, you will receive a tracking ID. Keep this safe for the balloting results.

Selection and Balloting Process

Because the number of applicants exceeds the available plots/loans, the government uses a transparent e-balloting system.
